There are several places to look:

Vital Speeches of the Day publishes important public speeches and addresses from prominent figures.  To search though it, choose the Academic Search Ultimate database and enter you keywords/person at the top of the page, then type in "Vital Speeches" into the "Publication" box on the right hand side of the page. 

For more specialized searches, try looking through the Speech databases.

For books, use the library catalog, select "subject" from the drop down box then enter "Speeches addresses etc" .  Some of the books have collections of speeches while others have speeches from a single prominent person.
